1&1 Unable to Edit php.ini and php.ini

Working with a website hosted with 1&1 I was unable to modify or upload files such as user.ini and php.ini.

The issue was caused by a managed install of WordPress which locks the php.ini file. Note I was also unable to upload a copy of user.ini

Regardless of changing file permissions the permissions will always revert and access to the file prevented.

The basic 1&1 package doesn’t include an editable mysql database and the php.ini file is locked.

To enable editing of the files php.ini and user.ini would require the standard package which includes a mysql database. There is a monthly cost for this.

The suggestion is to switch the website from managed to standard mode.
